Swedish Climate Policy Council to participate in COP31

2026/11/2

The UN Climate Change Conference COP31 takes place in Antalya, Türkiye, on 9–20 November. The Swedish Climate Policy Council will attend the first week to exchange knowledge on climate policy and independent evaluation, learn about current issues and initiatives, and follow developments in the international climate negotiations.

The Council will be represented by its Chair, Olof Johansson Stenman, analyst Kajsa Nåtby and Panorama project manager Anna Volckerts. They will participate in seminars, panel discussions and meetings on the role of climate councils and the implementation and monitoring of climate policy, including activities within the International Climate Councils Network (ICCN). Representatives from around 25 climate councils worldwide are expected to attend.

The programme includes a session on how climate councils can support decision-making and the launch of ICCN’s first annual report, Climate councils: Turning evidence into action. The report presents examples from around the world of how recommendations from climate councils have contributed to climate policy implementation.

As in previous years, the climate transition platform Panorama, panorama-sverige.se, will be showcased in the Swedish pavilion. Panorama will also feature in sessions during the conference.

Panorama brings together and visualises information on Sweden’s climate transition and illustrates a possible pathway to net-zero emissions by 2045. The platform is run by the Swedish Climate Policy Council, the Swedish Energy Agency and the Swedish Environmental Protection Agency through a joint editorial team, with the aim of improving understanding of the climate transition.

See the UNFCCC/cop31/schedule. Some sessions can be followed online via links in the programme.
