New Collaboration with Ukraine’s Climate Policy Council

2025/02/21

The Swedish Climate Policy Council has initiated a collaboration with Ukraine’s Climate Policy Council, the Green Transition Office (GTO), which recently visited Stockholm to meet with government agencies and research institutes. Ukraine’s GTO operates as an advisory body under the country’s Ministry of Economy and is responsible for implementing Ukraine’s new climate legislation. Within this framework, it has developed a National Energy and Climate Plan, which prepares the government, authorities, and businesses for a green reconstruction and alignment with EU climate legislation.

Since 2024, Ukraine’s Climate Policy Council has been a member of the International Climate Councils Network (ICCN), which the Swedish Climate Policy Council helped establish in 2021. ICCN, now comprising over 20 members, aims to facilitate experience exchange and capacity building among its members and has the ambition to expand the network of advisory bodies on climate issues.

– As part of the ICCN, and in collaboration with our counterpart in the UK, the Climate Change Committee, we will collaborate with and support Ukraine’s Climate Policy Council going forward, says Åsa Persson, Chair of the Swedish Climate Policy Council.

The two councils first met for an exchange at COP29 in Baku, followed by a meeting in Stockholm, and have also been in contact around a presentation of the Panorama visualization platform.

The Green Transition Office is also collaborating with the Stockholm Environment Institute (SEI) within the framework of the project Green Agenda for Georgia, Ukraine, Moldova, and Armenia, which is funded by Sida.
